ACTION REQUIRED: Club & Boxer Requirements
September 28, 2026 | by Nabillah Akhtar
We are making some temporary changes to how requirements are managed within The Locker to make the process simpler and reduce barriers for members.
What is changing?
At present, if a club has an outstanding requirement, then the whole club is placed into an “Action Required” status. This effectively suspends the club and its members until the outstanding requirements are met.
For example:
- The Head Coach does not have an in-date Coaching Licence
- The Club Welfare Officer (CWO) does not have an in-date Individual Membership
- Any club documentation is missing or invalid (i.e. gym inspection certificate)
This can prevent members of that club from carrying out actions within the system, even where the individual has completed everything required of them personally, but the club remains non-compliant.
These are important features that help Clubs and Individuals to remain compliant with EB’s Club & Individual membership policies. They have also been developed on The Locker in response to recommendation 137 within the Charles Thomas Report following the tragic death of Ed Bilbey in 2017. This helps to ensure a suitably qualified Head Coach and Club Welfare Officer are in-post at each club to safeguard and protect its members.
We recognise that there is currently an issue where this ‘Action Required’ suspension is not being automatically lifted once an outstanding requirement is updated by a club or individual member.
This is causing frustration and delays as clubs and individuals are left waiting for a suspension to be lifted from the club and individual members. We are currently working with developers at Sport80 to resolve this issue but recognise that the feature is not operating as it should be.
As such and until further notice, outstanding requirements such as those listed above will not cause a club and its members to be automatically suspended. Instead, a club may still show as ‘Action Required’, but members at that club will be permitted to coach, compete or officiate for a grace period of 5 working days, provided they have the required BCR1’s and/or coaching or officiating licenses in-place. After that time, if any outstanding requirements are not rectified, the club, Head Coach and CWO will have their membership suspended.
Supervisors and officials who identify clubs as ‘Action Required’ at shows or competitions are kindly requested to allow boxers with a valid BCR1 to compete and report those clubs to safeguarding@englandboxing.org and their regional Club Support Officers within 72 hours of the event so that they can be supported the following week. Clubs failing to address any outstanding requirements within 5 working days will then be suspended.
This is a short-term measure while we work on streamlining the system and we appreciate your patience while we make these improvements. We will provide further updates as the process develops.
What does this mean for you?
Boxers
- If you have a valid BCR1, Individual Membership, Age Verification, pregnancy indemnity (in the case of female boxers) and previous combat experience declarations, you will be able to continue using your red BCR1 QR code to show that you are fit to box
- A requirement outstanding against your club or coach should not in the first instance prevent you from participating at an event and cornered by a licenced coach
- Boxers at a club showing as ‘Action Required’ with a valid BCR1 may be granted permission to compete on a one-off temporary grace period lasting no more than 5 working days
Clubs
- Clubs remain responsible for ensuring that all relevant requirements are completed and up-to-date prior to an event, training sessions or sparring
- A club showing as ‘Action Required’ may be granted permission to compete on a one-off temporary grace period lasting no more than 5 working days
- Clubs in ‘Action Required’ status should contact their regional CSO for help without delay to avoid suspension
- An outstanding DBS, safeguarding certificate, qualification or other requirement will still need to be addressed and individuals without these in-place will not be permitted to act as a Head Coach or CWO until they have been
Club Welfare Officers
- Club Welfare Officers (CWO’s) without a valid safeguarding qualification and DBS on the Locker must not be permitted to support children and adults risk at a club until their outstanding requirements have been met
- If you have met the above requirements, but your club is showing as ‘Action Required’ you may be granted permission to coach on a one-off temporary grace period lasting no more than 5 working days
Coaches
- Your individual membership, coaching qualifications, DBS, first aid and/or safeguarding certificates remain essential requirements and must be kept up to date – without these in place you will not be permitted to act as a coach and will be ineligible for a coaching licence
- If you have a valid purple coaching licence QR code but your club is showing as ‘Action Required’ you may be granted permission to coach on a one-off temporary grace period lasting no more than 5 working days
Officials
- Your individual membership, officiating qualifications, and DBS (in the case of referees and supervisors), remain essential requirements and must be kept up to date – without these in place you will not be permitted to act as an official and will be ineligible for an officiating licence
- If you have a valid pink official’s licence QR code but your club is showing as ‘Action Required’ you may be granted permission to officiate on a one-off temporary grace period lasting no more than 5 working days
- Supervisors and officials who identify clubs showing as ‘Action Required’ at shows or competitions should allow boxers with a valid BCR1 to compete and report those clubs to their regional Club Support Officers within 72 hours of the event so that they can help clubs to become compliant the next week, or apply suspensions thereafter as needed
England Boxing will contact and support clubs in advance of going into action required to prevent this from happening – Head Coaches and CWO’s please check your junk and spam folders for reminders from Sport80 when your membership, DBS, safeguarding or first aid training is due to lapse.
Carded boxers and coaches will be suspended after 5 days if they haven’t resolved the underlying issues.
