Important Update to Clubs

Following the publication of the Charles Thomas Report in late 2023 and the tragic death of Ed Bilbey in 2017, EB has been working hard through its network of CSOs to visit all clubs as part of a robust health check regime that will not only help avoid future tragedies, but also support clubs to be more sustainable and funding-ready for years to come.

1) Club Welfare Officers required to be on The Locker 

From Wednesday 1 October 2025, The Locker will require every club to have a designated Club Welfare Officer on its profile. Clubs failing to do so will be set to “lapsed.”

 The appointed CWO is required to have the following in place:

  • Valid Safeguarding Children & Young People online course certification (with certificate uploaded)
  • Valid enhanced DBS.

Club guide (what clubs need to do)

  • Assign the Club Welfare Officer in Locker → Roles.
  • Best practice is that your CWO is not the same person as your Head/Lead Coach
  • If the appointee isn’t on Locker: create Tier 1 (Volunteer) membership, upload the EB Safeguarding certificate, then assign the role.
  • If the appointee hasn’t completed the EB Safeguarding Children & Young People online course they can apply for a link via their Locker profile. Once completed, upload the certificate and assign the role.

 

2) Club Health Check — deadline extended to Sunday 1st February 2026

  • As part of England Boxing’s key strategic goal to better support clubs and help them to access greater opportunities for funding and development, several aspects of club governance will need to be uploaded to the ‘Club Documentation’ section of your Club Locker Profile. This includes a copy of your ‘Club Child Protection Policy‘, Club Constitution, evidence of a club bank account, and a defibrillator in-line with the Gym Inspection Checklist.
  • To further support our clubs and to accommodate regions with higher volumes of remaining documentation checks and gym inspections, the Club & Community Department will extend the Club Health Check deadline to Sunday 1 February 2026.
